Where Is Online Casino Gambling Legal in the USA? State-by-State Guide

Seven US states have live, state-regulated real-money online casino markets as of November 4, 2026: Connecticut, Delaware, Michigan, New Jersey, Pennsylvania, Rhode Island and West Virginia. Maine is the eighth state to legalise internet casino gaming, but its authorised market has not yet launched. In the other 42 states, there is no operating state-licensed market for full real-money online slots and casino table games. Online poker, sports betting, lotteries and sweepstakes are separate legal categories.

This guide is about real-money online casino games, such as slots, roulette, blackjack and live-dealer games. It is not a recommendation to play, and it does not treat an offshore site accepting US visitors as evidence of local authorisation. Always verify the exact site with the regulator where you are physically located.

A site permitted in one of these states is not automatically permitted in the others. Each regulator has its own authorisation process. In New Jersey, for example, the Division of Gaming Enforcement warns that sites missing from its approved list are not approved to provide internet gaming in that state.

All 50 states: online casino availability

The lookup below describes the availability of a state-licensed full online casino market, not the legality of visiting an offshore site. “Not live” means no operating state-regulated online slots and full casino table-games market was verified on the source-check date. It does not mean every other kind of online gambling is prohibited.

Washington, DC is not a state and has no full state-style online casino market included in this directory. Laws may change; use the official resources rather than treating the table as a permanent legal guarantee.

How the seven live markets differ

New Jersey, Pennsylvania and Michigan

These markets have multiple authorised online casino brands, but licensing structures differ. New Jersey\’s approved site list is organised around casino permit holders and their approved domains. Pennsylvania\’s interactive gaming operator directory helps visitors confirm regulated platforms. The Michigan Gaming Control Board separately identifies legal internet gaming websites and sports betting websites.

That separation matters if a brand sells different products under similar names. A sportsbook brand is not enough to prove that its online casino is authorised. Use the jurisdiction-specific entries rather than a national operator advertisement.

Connecticut and Rhode Island

Connecticut\’s Department of Consumer Protection identifies DraftKings and FanDuel as legal consumer-facing online casino platforms. It also lists other services for sports wagering, which should not be mistaken for additional casino approvals.

Rhode Island has a more concentrated iGaming structure under the state lottery. State law requires wagers to originate within Rhode Island and provides for geolocation checks. The Rhode Island Lottery\’s financial report records that iGaming started in March 2024. It is inaccurate to describe Rhode Island as a broad multi-operator online casino market merely because national gambling brands advertise elsewhere.

Delaware and West Virginia

Delaware\’s Lottery website directs residents to state casino online platforms powered by BetRivers. The state identifies a 21-plus requirement for internet games. West Virginia allows authorised interactive wagering under its Interactive Wagering Act and publishes licensing information through the West Virginia Lottery.

An official licensing or registration page is still necessary before describing a particular brand as approved. A historic article about a launch is not a substitute for a current operator check.

Maine: authorised does not mean available yet

Maine\’s internet gaming law and regulatory programme were established in 2026, but launch preparation is not the same as a live market. At this article\’s source-check date, the Gambling Control Unit\’s applications page says licence applications are available to prepare but are not being accepted yet. Its rulemaking page records a third publication of proposed rules on September 30, 2026, with comments due October 30.

This is why Maine appears as “legalised, pre-launch” rather than “live” in the table. Do not treat an offshore casino\’s claim to serve Maine as an indication that it holds a Maine internet gaming licence. Follow the Maine online casino launch tracker for the key milestones that matter: final rules, licensing, approved operators and the confirmed start of legal public wagering.

How to verify a casino before using it

You can check a site without placing a bet. Start with the state where you are physically located, then locate the regulator\’s approved website list. Compare the exact domain, legal operator and permitted product with what you see in the browser.

  1. Identify your physical state. Current location generally determines which state-regulated casino products you may use.
  2. Choose the correct regulator. A national advertising claim is not a licence verification.
  3. Match the domain. A similarly named site, clone or offshore version may not be the approved website.
  4. Confirm the product. Check for full online casino approval, not sportsbook or poker authorisation alone.
  5. Check conditions. Read the minimum age, geolocation, verification, money limits and withdrawal policy.
  6. Stop if the record does not match. Ask the regulator or operator for clarification rather than inferring approval.

See the detailed casino licence-check guide or compare regulated and offshore casinos. If you cannot verify a site in its claimed market, avoid sharing identity documents or depositing money there.

Age, geolocation and accounts

Regulated online casinos commonly require identity and age checks and use geolocation to confirm physical presence. A mailing address, state residence or existing account may not be enough to play while travelling. Connection tools that prevent reliable location confirmation can cause an approved operator to block wagering.

Age limits and restrictions must be checked in the specific state\’s rules. Delaware and Connecticut, for example, explicitly identify a 21-plus requirement for online casino gaming in their official consumer guidance. Rhode Island also requires eligible players to be 21 or older. A universal statement about all gambling products across every state would be misleading.

For a dedicated explanation, see how casino geolocation works. Casino payments and tax treatment also raise separate questions: withdrawal timing and US online casino taxes.

Why “available in my state” can be misleading

Search results may include overseas platforms, sponsored review pages, social casino apps or sweepstakes products. Their availability on a device says little about whether they are part of the state\’s regulated full online casino market.

A state licence or authorisation should lead to a verifiable public record, a clearly identified operator and a complaint route through the appropriate authority. The absence of a local licence can leave consumers without the protections of that state\’s gambling regulator. Differences in deposit methods, bonus rules and games should be checked on the exact authorised local site.

A paid listing is not a regulator\’s endorsement. The affiliate disclosure explains commercial link notices, and the editorial policy explains the evidence required for legal and comparative claims.

Player safety comes before an operator comparison

Online casino games carry a risk of financial loss. If you choose to use an authorised site, learn where its deposit limits, session reminders, account history, time-out and self-exclusion controls are located. Do not treat gambling as an income source or as a way to repair previous losses.

The responsible gambling guide lists safeguards and independent support resources. Readers concerned about access restrictions or gambling harm should consult those resources before looking at operator reviews.

Frequently asked questions

Seven have live regulated full online casino markets. Maine has legalised internet casino gaming but remains pre-launch according to its regulator\’s current applications and rulemaking pages.

Can I play on a New Jersey casino account while visiting New York?

A New Jersey-regulated operator generally needs to verify that the person placing a New Jersey internet casino wager is physically in New Jersey. An existing account or home address does not override location requirements. Check the operator\’s terms and the regulator\’s rules.

Nevada\’s online poker regime is a different product category. It should not be counted as a live full online slots-and-table-games market in this directory.

Are offshore casino websites licensed in the United States?

An offshore licence or a site\’s willingness to accept a registration is not proof of authorisation by a US state gambling regulator. Verify approval through the named state authority.

Is Maine open for online casino play now?

As of the November 4, 2026 source check, no: the state\’s official licensing page says it is not yet accepting internet gaming licence applications. Check the Maine Gambling Control Unit for changes after that date.
